Why can't you just re-roof around solar panels?
You can't. A roof replacement is a full tear-off — old shingles stripped, decking inspected and repaired, new underlayment laid. Your panels are mounted into the section of roof that has to come apart, and there's no getting underneath them.
Re-roofing only the open sections isn't a real answer either. It leaves old material under the array, which traps moisture, creates an uneven surface, and voids the warranty on your new roof. Most shingle manufacturers are explicit about that. And a crew working around mounted panels risks cracked glass, damaged wiring, and racking that no longer sits flush.
So the panels come off. The only question is who takes them off, and whether that's coordinated with your roof schedule or left for you to sort out.
